Amid the crisis period, Vietnam’s GDP can grow by 6.5% in 2010. Some institutes are more opportunistic that the GDP can expand by 8%. Everything is booming in Vietnam. Retail consumption rises by 18%. Demand for literacy increases by 15% every year. The total amount of Foreign Direct Investment (FDI) for newly approved projects, in 2006: USD 9 billion, in 2007: USD 17 billion, in 2008: USD 66 billion (in huge steel making and refinery projects), in 2009: USD 16 billion and in 2010: USD 22-25 billion. HCMC alone expects to attract a total pledged foreign direct investment of USD 8.4 billion. By 2020, Vietnam will become an industrialized country with sufficient supplies of raw materials and basic fuels. Currently, Japanese are the biggest foreign investors in the country in terms of investment size, due to the advantages in low labour cost and a larger market. Sumitomo will open a steel plate manufacturing hub in Vietnam, with total production value of USD 1 billion. In Vietnam, Japanese companies focus on components (e.g. small motors for the automotive industry’s export) and textiles. Vietnam has lower labor cost, and is suitable for marketing- or sales-based i.e. distribution outlets for Japanese products into Vietnam.
